If you wanna go for the strictly etymological meaning, that's what it used to mean, yes.
It still translates to "there" in the demonstrative and interjectional senses.
e.g. "Voilà! La conversation dans le parc." (sic) > "There! The conversation in the park." (I'm translating exactly as it was said, of course they got a few things wrong in the song. I'm personally still enjoy it.)
My French teacher plays this for us EVERY MORNING as we enter the classroom, it's the funniest thing. I think she believes that it's a song made by those people who write books for new French speakers, because she hasn't laughed at it yet.
@PichalBernd I just meant that many more Canadians understand French compared to Americans. We have a big portion of the country that only speaks French. Thats all. So I thought I'd put this up to help out those who don't understand any French at all. Didn't mean you single you Americans out.
