It is 11/16. Bela mentions it during the intro on 8/4/96.

They played two nights that year, I was at the show the night before...they're so good live. One of the last concerts I saw with my Dad before he passed. I owed him, he turned me on to Jazz...I was glad to introduce him the Bela and the boys.

it can only be 23/8 or 11.5/4. if you count it like you would feel normal counting it it would end up 5.25/4 and thats rediculous. its easiest to picture it as 23/8 i think
