It is a perfectly valid straight-forward question, and deserves a perfectly straight-forward answer.
Sai is humble and meek- we, his devotees need not- we should proclaim the truth loud and clear.
The answer is: YES, most emphatically, upon my direct experience, I know Sai Baba to be God. End of story.
