This works by canceling the first four frames of you jump animation with ultra, much like ibuki and c.viper's SJC into ultra. after the first full circle, you have just inputted the jump command by hitting up, so at that point you have 4 frames left to do another full circle. since you only have 4 frames, you could only possibly input another 4 directions. one must be forward, one must be down, one must be back, and the last one needs to be up (up-back, up, or up-forward) plus PPP.
So basically, in order to do this you needs to hit 4 frame perfect direction inputs in a row and hit a 1 frame link with PPP. Nearly impossible to do on a stick or game pad, but its cool to see video of it being done. I'd imagine it might even be possible to get the execution down with some sort of consistency on a computer or one of those new fangled "key-sticks". Then its just hitting 5 one frame links at pretty much the same time...
This is an obvious macro, although it is possible without it, but trying to claim this wasn't is stupid. You can see in the button inputs you went from D to L, to U to R without hitting anything in between quickly, impossible unless it was done by a macro. Stop being an idiot.
@Pasky1382 This is NOT a marcro dude did you never saw a top SF3.3 player named Hayao? The 720 command is much more tricky on SF3.3 so if that's possible in this game, this is also possible on SF4...

You can do it with two half circle motions in SF4...you just have to train your brain to not go anywhere "up."
I hate the input shortcuts...it's flooding the community with new people, sure, but it has enough "n00bs."
