I havnt got this game any longer, but I *think* you push either R3 or L3 in to use the horn and as far as I know there is no Speedometer to see your speed.
I had a little bit of trouble with this at first as I was using the black & white police car from the first few missions and it just doesnt seem to be fast enough. If you use the police car from a little later in the game it *should* unlock.
