This is a foul. You can call a foul even if the ball isn't inbounds. They do allow for a bit more physical play during inbounds passes but my god he just completely shoved Jordan. Jordan was on the NBA All Defensive First Team 9 times. Jordan was one of the best perimeter defenders of all time. Reggie is one of the best three point shooters of all time and had the best off the ball movement. Either way it was an offensive foul and a great shot.

Jordan was already a winner before he pushed Russell, meanwhile Miller never won shit and has one of his greatest plays defined as a cheap shot. What Mike did to Russell was in a purely 1 on 1 situation, while Reggie ran into someone who was watching the inbound and couldnt even face him man to man and shove him.
