Those are older Danish Micon 65kw wind machines installed in 1985. They do work, but it was not windy yet to turn them. They require steady winds of 15 MPH in order to drive the generators, that is probably why they are motionless. Also, under a lawsuit, half the generators are required to be shut down due to golden eagles.
I don't care why they're not turning. They cost 3-5 Million apiece and the tax payer's are getting exactly squat for the immense investment at the time the video was shot. I used to drive by the ones at Palm Springs when I was stationed at 29 palms and allways saw a significant number not turning no matter how windy it was.

That may be true however about 70 present were broken as you can see in the video. I find my tax payer money kinda wasted don't you think?
