I think he says: "Ah, but they do tell tales. So says I, Davy Jones-a!"

Because right before it starts, barely audible though, it says: Dead men tell no tales.

He does say that because there's a voice that keeps repeating "Dead men tell no tales". That voice can be heard in At World's End right when they fall off the giant waterfall into Davey Jone's locker.
