I say the best and most accurate attempts at bringing Charles "Lucky" Luciano to life on screen is Gian Maria Volontè in that early 70's film called "Lucky Luciano", followed by that one actor (I don't know his name) in the other early 70's film "The Valachi Papers", and then ending (for right now anyway) with the 1990's film "Hoodlum" that has him expertly played by Andy Garcia.

My guess for why you think he "has them all beat" is that he's hunky and handsome, which the real life Lucky Luciano was absolutely not in any stretch of the imagination! He lead a flashy, flamboyant lifestyle you can be sure but from what I've read and seen pictures of he just did so on a much quieter down-low scale unlike the loud, boisterous, attention-seeking, bigger than life character that Capone was.
Luciano is probably the only man involved in crime i would idolize...first of all because of his inteligence, next because of his kindlyness, then because of his gentlemenliness, and finally because he was born on Nov. 24, same day i was, only about a hundred years difference though :D
