There is an optical illusion with a black and white grid where the eye sees grey spots at each intersection of lines crossing. Also there maay have been a big colourful, maybe even noisey distraction above the wallet, saying "look up" or s.th. This trick may have been tried several times before it was successful.
I wouldn't pick it up either; it's like the show Bait Car - it's so obvious that you're going to get in trouble if you take it , because obviously someone meant to put it there.. :P

@gediminasII Ye, it indicates the owner knows where it is so he would know it's stolen and also doesn't need someone to return it to him. Most people don't steal wallets so not many people would be inclined to pick it up. Even if they did, it's on camera and on a busy highway so they're screwed.
It draws attention to itself by being in the circle. I wouldn't pick it up either. I would think, believe it or not, it's part of an art demonstration or something.
i recon no one picked it up because no one wants to be seen just picking someone elses wallet up which someone could of dropped but if it wasnt busy then i think some one would of picked it up ..... if any of that makes sense.
There is a street in Leeds centre called Briggate where someone glued a pound coin to the pavement. I first noticed it in 2005 and last year it was still there!
On the rare occasions I have found money on the street, you do a kind of doulbe-take because your eyes don't believe they've seen a £20 note flapping in the wind, but this experiment baffles me. The white circle must've been seen as a warning to people, after all, there is such a thing as 'theft by finding'.

This is because of the constant movement of people wearing either white or black combined with the white lines on the street. Constant information like that is ignored by the brain as trash, much like how people pass by a tree and 5 seconds later they dont remember where it was located unless they looked at it directly. So black and white objects are ignored.

people just think the wallet is accounted for and you wouldn't pick it up incase it is being monitored. If it had no circle, it looks lost and people will feel inclined to pick it up
The circle guarantees that it's been left there conciously, people think it's part of something important and they don't want to ruin it. Or they're just nice.
