  • If the country was under attack, she wouldn't have been able to call anyone. In the days before, all non essential phone lines would be disconnected at the exchanges. Only those for official and essential business would be availible.

  • @AT88TV Accidental retransmission of the header caused a second incident of the alert message early into the first mesage. Some of the equipment played the entire looped message and others found it cut off at that point due to seeing the EOM (end of message) command incorectly. Noise was either rampant or acceptable because AM is narrow and the equipment noise in the message was diminished.

  • In Riverside County - Palm Springs, CA we hear those television emergency alerts almost weekly about possible flash floods. They are so annoying - it's almost like crying wolf now.

  • @crazyknight2008 As is mention barely a minute intothe story, it was a REAL signal and transmited by ERROR by a NY area agency's cue insetead of an internal test.

    Much the same happened in 1971 I believe it was when a real test with valid codes was played instead of the regular test tape cartridge. YES, Doomsday was brought to you by a Fidelipac and it took twenty minutes to notify all stations it was an error.

  • Regarding the question about why would someone by instinct think that the country was being attacked... If you grew up in certain decades, we were all trained to listen for these messages - and even expect them. Fortunately, all that training was not necessary.

  • that is not the EAS signal you would get that sound for a severe weather alert or tornado warning.

  • The EBS was created during the Cold War to be used in event of war, threat of war, or grave national crisis. In the 70's it was used for wide area weather emergencies. In '97 the EAS replaced EBS. It wasn't until the mid 2000's that EAS issued Amber Alerts and expanded to local weather emergencies. Anyone older than 20 is going to relate EAS warnings to nuclear war. Thing is the cold war may be over but, nuclear war is still a threat. That's not being paranoid, that's being realistic.

Whenever there's a bomb scare in my local mall (Basically every time I go there) I have to take my self back to the car and breathe into a bag, because I frequently have panic attacks whenever some scare goes on. But if I were you, I'd go nuts.

There is NO evidence I can find that anything came up saying "Emergency Action Notification" So it could have easily have been an AMBER alert. People like the lady in the clip in my opinion just wanted to be scared for no reason.

    But that station gives her air time despite KNOWING there was NO POSSIBLE way for her to think it was an EAN over an AMBER ALERT. Does your grandma call for you to take cover over an Amber Alert thinking we are under attack?

  • Hm. There wasn't any on screen instructions, so how could that woman assume it was a national emergency? It could have been a test of the system that was malfunctioning (Which it pretty much was, except instead of mechanical error it was the human element. Just like the EBS false alarm of 1971.) I would have been worried myself, but not whether it was a national emergency or not, but whether it was a tornado or flood warning or just a test. Mostly because I live in Florida.

    In my opinion it is because some people think just because the other side got elected the terra terra terras are going to attack any time now. I think they are nuts and want any excuse to be scared and to scare others.

    I have not seen any photos or evidence that there was anything on screen except the usual programming. A subpart of EAS activates text visual and I doubt it got sent during the accident. Just the SAME header meaning no text in my opinion.

    First of all Why the heck use the telephone that is the FIRST thing major incident warnings tell you not to do.

    Second from the video it seems to have been the Audio only activation I diddnt see any video showing "Emergency Action Notification" Nor was it mentioned she had ANYTHING that could decode the EAS signal. She just assumed terra terra terra when EAS sounded in my opinon and that is wrong.

    What? Do you think people kill themselves over hearing a tornado warning EAS? Or a Tstorm warning EAS? If anyone did something so silly just because an EAS tone was heard it is their own damn fault.

    You CAN NOT decode an EAS signal with your ears. It is digital and fits a boatload of info into each pulse. Only stations saw the printout read "Emergency Action Notification" And as that station was supposed to be primary some gov official would be there if it was real.

  • A federal emergency is never severe weather or an Amber Alert. A federal emergency is when Bush, Obama, or whoever is president has to come on and adress the entire nation at once of a crisis such as an invasion. It is something that has never been done in the history of the EAS.

    That is the main reason why EBS and EAS were given more and more local power. A great deal of money is spent on maintaining those systems so they do better if they can serve local use.

  • I live in Illinois and I remember this. Later that day the EAS had to be used for a real emergency when we were under a Flash Flood Warning; but it was so screwed up from this earlier mistake that the EAS malfunctioned and many people were unaware of the flood danger.

    That was likely because idiot station managers tried to override their EAS boxes (A violation of law) Instead of waiting the 5 or so minutes before the termination signal was sent.

    Completely different situation. It did not "Fail" human error activated it accidentally. but the chain worked unlike the EBS of 1971 where no automation caused inexperienced managers and disc jockeys to forget or ignore the warning.

  • @Zachstar2000 The other issue with the 1971 incident that made most managers disregard it was the fact that it was issued at the same time that the weekly test alert was issued (about 9:30 a.m. EST on Saturday). Most station managers assumed that it was a mistake for that reason. What many of them failed to realize was that this would be a perfect time for the Soviets to attack, as most stations would ignore the alert.

    That was why EBS was MASSIVELY overhauled after that incident from what I understand. Soviets would have had a much harder time surprising people afterwords.

  • @AlexplusChris Something like this happened a few years ago, when I lived in Chicago, telling us to evacuate the state, scared the holy shit out of me. It turned out to be an error on the part of the people in charge.

  • While EAS is most often used on a local level for things like weather warnings, it's primary purpose is to give the president a last-effort way to talk to the American people. The problem is that there isn't any way to accurately test a national EAS alert (a.k.a. an Emergency Action Notification) without sending a real EAN. FEMA was testing a new satellite alert network, sent a real EAN, but a contractor didn't follow instructions, thus this.

    One the plus side, we know it works now...
