What you are actually talking about is human physical diversity. This has nothing to do with human beings being treated as equals in society based on the inherent human dignity of every human being (a European value)! You are mixing up race (as defined by biologists) and culture, which has nothing to do with "race" and human physical diversity! Race and culture are totally separate things!

Again, this has nothing to do with the dominate physical characteristics of "Europeans!" This has to do with treating people as equal based on the virtue of being a human beings, not if they are of a physical characteristic of Europeans (have fair skin). This is, again, based on the European value of inherent human dignity of every person, no matter what "race" he/she might be. Yes, we are all equals!

Quite simple ... the EU can't risk been seen as cultural crusaders, and they would be. They have to do everything in small steps, even politicians in liberal Europe who agree with the stand on gays who dislike the EU for pushing it on weak little countries ...

The EU is for all intents and purposes a foreign body when it tells a country what to do, because obviously that country itself doesn't agree then the call is coming from foreigners.

Even if the EU did something, it wouldn't work ... cultural change has to come from within, there wouldn't be the political will or cultural will in the countries you speak of to enforce the laws ... the people of those countries need to want it, we can't want it for them.
