Burke is 100% correct. If you cheap shot someone or pull Avery like shit on the ice, someone should be coming to clean your clock. Gretzky had 215 points not only because he was better than anyone else on the ice but because he had a bodyguard in Dave Semenko. If you took a run at Gretzky, Semenko was going to get you.
Before long hockey could look like basketball where anytime players bump into eachother there's a penalty and the game comes to a stop for a minute. THEN they'll have 5 time outs each so those last 2 minutes take a half hour. Let's hope they keep hockey hockey and not turn it into basketball

From what i understand, back when "stick work" was an issue, the NHL cracked down to the point of calling virtually any stick contact to the head a gem misconduct (I may be off-base, though, since I'm not from that era). That's how they got rid of that issue then.
There are some calling for the same treatment with head shots, but in reality, I don't believe that is a possible solution. Flying sticks are one thing and can be avoided with discipline, but IMO, head shots cannot be avoided all the
