This is all pretty confusing. I thought ACTA was about keeping Intellectual Property safe. What's that gotta do with untaxed workers and black salesmen? Why are the untaxed workers in China "From Äfrika" and not from the Chinese countryside? The fixed prosecution of any kind of break, as kept in the ACTA seems more like theyre extending the basis for the American "Suing-ALWAYS-pays-off" philosophy to Europe and parts of Asia, rather than the simple good will to fight crime.

Italian beaches are indeed full of Africans who sell counterfeit goods and I've also encountered Chinese masseurs there. But I don't stand how ACTA could help deal with this phenomenon. Anti-counterfeiting laws are already there. Also, Ruebig himself seems to be an example of those many people whom he correctly mentions as not really knowing what a patent is.
