The demonstration was clearly interrupting the people's right to view the monument. The police officer isn't a lawyer therefore cannot cite the law to that he has to enforce. He probably knows of the law and what is allowed.disallowed within the setting that he polices.

Laws that no devoted citizen can agree with due to the lack of reasoning and due to infringement on human rights, have no place in the area of respectability and thus need to be ignored all together. Do you know that in some states it is illegal to ride a bike on a sidewalk? Yes it's true but if you ride your bike on the sidewalk and wave at a cop 85% of the time they will at most wave back. I myself have tested this out myself.
