I loved this anime when I was younger! But the animation is so....weird and cheap :-/ That's sad because it is a quiet good story. It was so sad when Tyltyl and Mytil met their "death" grandparents or visit the unborn children!
It surely hadnt any quality animation but it was very surreal and funny. I watched the series recently. Probably the surreal feeling came from the fact that characters were drawn by Leiji Matsumoto, the creator of Harlock and Galaxy Express.

Japanese excell in tv series while soviet animation ( and russian animation later on) excelled in animated films, mostly short length.
Yes i read about russian influences and also coproductions with japanese studios.
Recently y. Norstein and other indie japanese animators founded a studio to train japanese artists to learn to animate beyond the anime aesthetic.

unfortunately it was never dubbed or subbed into English as far as I know. So you can find it in Italian and French

No, I don't think it's true.
Animation quality varies from episode to episode;
some of them, like 9, 10 ,11 or 13 are really well-designed
and particularly moving.
I think it was due to the employment of different drawing teams;
they were (and still are, if less) always busy in japanese studios
