Well, I still bet Model A was designed after Axl ( I mean SERIOUSLY, it's way too hard to say otherwise..), but they named him Albert to avoid any confusion from the plotline, because the series that Axl were in ( X7, X8. Command Mission ) are alternate and don't fit with the original storyline since the X series was suppose to end after X6.

But I honestly feel that they should've continued it after X8, because it was a big cliff hanger on Axl's story and it would've been really interesting to see what happen afterwards. I mean, really, if they tried, they could use X9 to link up to the Elf Wars, cause that was one big gap between the X series and the Zero.

Start a new game, and when you get Model A a new item called "a" will appear in the Item A section. Use it and Model a is unlocked.

The secret biometal has to be a new one and X isn't new. Sigma should be R because R and sigma are the 18th letters.
