But, to disappoint YOU, I already knew anybody can submit and edit articles in Wikipedia. I've contributed quite a bit myself.
But just because any bozo can mess with Wikipedia, that doesn't mean it will stick. If someone submits BS it won't last long. There are plenty of editors who will catch it. An article can be rolled back to its prior state with one click of the mouse.
So what other excuses not to believe Wikipedia?

And THAT tells me enough about an author, who hasn't only gone to any imaginable length not to miss the slightest good bit but who also seems to have access to non-public material and image sources as well. What "normal" person would even come up with such a topic ? What "normal" person would spend THAT much time in a non-public interest topic ?

A scholar, academic, or historian. Average people won't read it, but writers can use it as a reference for books that even average people read.
There is also such an article written for Condoleezza Rice as Secretary of State.
My guess is that articles covering earlier secretaries of state will come later, and that these were the first two only because they coincided with Wikipedia becoming famous
