This track configuration is the same at Gary Metro, Hammond, and Hegewich. It was used over the CSX bridge since the beginning of the SSL in 1908. But in '93 there was a side swiping wreck that kill 7, so the gountlit track was removed and a double track bride was installed.
Weird track configuration. That's actually a pretty smart idea, to have freight and express trains run on the outer tracks. The ironic part is that Hammond is the first to try something safe. :-P

I think that's the exact case for the left-most track at Hammond station. Not certain, though.
I remember hearing the South Shore Line occasionally allows freight trains to use its tracks, so I believe you're right about this.

South Shore Freight as it's name says is not part of NICTD which is the operator of the passenger trains, freights are all diesel.

They run like that so the freight cars don't hit the platform, whereas the passenger are within a few inches for boarding.
