I call for a Constitutional Convention. We have the Third longest constitution in the world. It is an embarasment. our businesses are all folding up and leaving, we have so many environmental restrictions that you have to be in bed with the government and recieve payoff money to stay in business. Believe it or not California cut the Sea Otter Research in half from $4mil to $2mil. If your state is that broke that number should be ZERO! California is the biggest entitlement state in the US. Now it's up to Obama to bail them out with American citizens to pay for it. If this happens I will restructure my taxes from work and will refuse to pay what I owe at the end of the year. That is taxation without presentation.

well, there are two sides of this equation.

1st, The $40 billion is a national number, CA has about $15 billion of it I believe. The deficit in CA is around $14 billion. You'd have to tax pot over 75% to get that money in a year.

it's A LOT.

2nd, it has to be locally grown substances. Note the stuff is imported and sold by illegals who milk the system beyond dry.

We already have a massive trade deficit without the expenditure on illegal drugs. Add a multiplier effect and it's huge.
