They should be charged with organized crime statutes, the minors should be given a lock up boot camp, with failure to complete boot camp leading to an institutional term. Any adults who are found to be orchestrating these mass thefts should be given a 10 year term, minimum. I do think the youth should be punished. You cant just give them all probation and hope they dont repeat it. Boot camp, with completion leading to the conviction being erased, or a juvenile corrections institution.
