I'm pretty sure Nellie is more of a mezzo, therefore she makes use of her belt and mixed voice and a bit of head voice.
Might be mistaken though!

Actually, given that Mary Martin was definitely not a belter, I would argue that it's hardly required for Nellie to be a belt. Although it definitely gives a pleasant, different tone to the music.
