By the time they had the wherewithal to look around and start the process they were completely outclassed by more powerful neighbours. There was no shortage of psychotic bastard leaders in Ireland but they didn't have the wealth to put (and feed) a big army in the field or a big navy on the seas and everywhere within range was well enough armed to repel them, or conquer them.
