God's law was written for humans, not for Himself. The law's purpose is to convict us of our disobedience. Since God cannot be disobedient towards Himself, the law does not apply to Him.
The 'sins of the father' is found in Ezekiel 18. Essentially, yes, each will judged according to their own ways. The doctrine of original sin states all of our ways are evil. Thus, all are found guilty under the law.
