Borrowing to pay down a debt isnt the smartest of idea's. The US borrowing at intrest to pay down foriegn debt is just pushing us deeper into debt to the point where no one will loan to us, And then what? They will have no more options to pay out domestic programs and they will default anyways. It is pure economics.
