Use 4 inches of PVC - cut two spaces and drill 13 holes in each spacer. Glue the spacer inside the PVC pipe so there is a 1/8 inch gap between the spacer and the end of the PVC pipe. Stuff it with a lot of stainless scrub pad. Glue in other spacer then place end caps with you size tubing. Flow and failure problems will be eliminated.
All the o-a one's I could find take 10PSI just to start to flow gas. HHO at 10PSI is a mean little dog to play with. You can do it but when you have an accident its gona be bad , not just break your cell , I mean like people will get hurt.

Those type of arrestors are good but will fail after time and they restrict flow ...The best thing is to build a bubbler with a reset top....

The bad thing about a wool style arrestor is it make's your cell under more pressure , so if it does fail , the flash inside the cell in worse.
It better then nothing but not perfect.
