No it's not. It's playable online, there is a subscriber option for added ongoing content, but it's definitively a Hack & Slash.
The multiplayer part is 5 people max group, every zone is instanced, and the stations or hubs where people can meet are rather small and instanced as well.

BMs are powerful yet can be very frail, and status effects are a bane, especially in NM.
Personally I wouldn't play a BM in Elite, it is (for me) too frustrating.
You best bet to get good items are drops from random boss and crafters, check these guys every time (some quests give very good legendaries too.
