First of all, this is your world and you cannot choose to reincarnate on another planet becuase there are Natural Laws which oppose to that. The only way to reincarnate on another planet(that holds human life) is to travel and die on that planet. Otherwise, it is a Creational Law that people who die on Earth reincarnate on Earth. I can see you didn't read much of Meier material. The plejaren guys don't tell what they don't know for fact. Also there are some things that we need to know about the spirit after death. As we are in the first stages of evolution, our spirit does not judge or think while in the spirit world as well as it does not have a personality. It is wisely and harmoniously leaded by Creation Laws. Only after many many reincarnation can the spirit not require a physical body and go on on its own.

And even when humans are purely spiritual, after billions and billions of years, they cannot decide on which planet to reincarnate because the Law is law and is not like on Earth laws from government. They are laws for all time, never to change. As stated by the Plejaren, the law states that those who die on a specific planet, they will reincarnate on that planet if possible(if human life exists), if not, the spirit will reincarnate in a nearby planet.
