Only at close ranges, they are 40mm grenade canisters. If directly hit at ranges closer than 150 yds from the weapon firing the grenade than the cannister can be leathal, especially if hit in the heart or head. All so called "non-leathal" and " less than leathal" weapons can kill. This type of munition is notoriously tricky to accurately aim as well. The soldiers who fired are likely brainwashed and scared into genuinely believing the palestinians who threw the ball were attempting to bomb them.
