It's a wayside horn mounted at the crossing. It blows the long long short long horn series until the train has passed and the gates go up. They are very rare to find, but the idea behind them is reducing sound pollution. Instead of the train starting its horn sequence a quarter mile away, the crossing blows instead so that only those near the crossing can hear it.

Yes because it is at the Ferry Terminal I guess they want to make sure everybody is alerted of the forthcoming train
