GTA 3 was pretty revolutionary and got a good share of praise... but I think a lot of folks stand by VC just because they've never played VCS. I think they'd rather defend something familiar then step out of line and entertain the idea that a sequel might be better.

Yeah very true. I'd have to say that both Vice City's are great but the orginal is epic. Its story and missions are amazingly addictive. The VCS storyline is weak, but the immense soundtrack and gameplay help make it for it. It also is a nice prequal to the original vice city and helps explain what incidents helped shape some major characters in Vice circa 1986. I would have to say that Vice City is better for missions and story, but VCS is better for features and out of story gameplay.
