I would assume ice water refers to the temperature of the water not whether or not it is ice itself. The real question is, does the temperature of the water prohibit a reaction in the batter or does it not make a difference.
"I grew up in Are". It's "Åre" and it's pronounced as "aw-re" and not "ah-re". That is a very non-proud thing to do, translate it like that. When Spanish, Germans, French, etc pronounce their city names, they use the most outrageous native language accent available.
