A donor state means that for every $1 Mass gives in federal tax, they get $0.82 in return. For every $1 a poor state, say Mississippi, gives they receive $2.02 in return. A big reaction against the HC bill is that they don't want to pay for people in Mississippi to get HC. The people of Mass want to keep their own money.
