red line on plates are from city hall. you can get "temp plates" from city hall so you can drive your car to get the inspection done or so you can drive and pay your road tax.

spoilers are for aerodynamic downforce (handling). having one of those strengthens the downforce on the rear of the car (i'd imagine so the fishtailing from drifts aren't so extreme)
