I am uncertain as to what 'Continually changing placements of red light camera & speed cameras' actually refers to as static sites don't move locations. They may be added to, but are not transient in nature, hence the term 'static'.

Odd that red light cameras are also viewed as being revenue making 'threats' as they are only triggered by light 'jumpers', not speeders.

Yes, add all cameras to databases as this will make everyone slow down even if the cameras are inactive.
