Legal tender only means it is recognized as legal currency, nothing more. Businesses are free to choose what forms of legal tender they accept. They could say we do not accept $5 bills, and they don't have to. It's very foolish though but it's not the clerks responsibility to count out 2500 pennies. They legally have to accept it, Civil Rights Act of 1964, and since it is legal tender (currency) they have to accept it no matter what. Even though it is highly unrealistic and can cause trouble they still have to accept it because they didnt have a reason to refuse service. You could have sued them for that, but you wouldnt win because remember its a major food chain they probably have 100+ lawyers and could easly buy out the court system.

When you order food at McDonalds you don't have a "DEBT", and therefor they are not required to take it. Like how many small places don't take 100s.
