As for France being a victor in 1945, it is a plain, recorded fact. In May 1945, the last nazi leaders of Germany surrendered to 4 powers : USSR, USA, Great Britain & France. The French army by then was 1 million men strong, and had won its share of battles since 1941.

The French won decisive battles against Germany: in Italy in 1943, in Provence in Aug. 1944, then in Alsace until they crossed the Rhine as the same time as the US & British. They fought until they reached Hitler's "eagle nest" at Berchtesgaden, which was pretty far from France.

Vichy was neutral. Only a few thousands volunteers sided with Germany to fight against Bolshevism in Russia.
