You are right, I got mixed up. The 13th episode is not even related to the current dollhouse storyline, and Joss just turned it in because Fox wanted a 13th episode for international markets.

The 13th ep isnt called "Echo" it's called "Epitaph One", The episode "Echo" was the original pilot that got scrapped and was pieced into every ep of the series, so every ep has a lil part of the unaired pilot so it would have been wasted.
