This clip is from "Alice's Egg Plant" (1925). As mentioned elsewhere, it was produced by that union-loving mogul, Walt Disney. And that's not Sabo-cat, but "Julius," who bore more than a passing resemblence to another cartoon star of the day, Felix the Cat.
Remember that at this time the union movement was demonized because it was largely made up of immigrant workers...(who's grandchildren are now railing against Mexicans 'taking their jobs')
@antieverything1 If you read Settler by J Sakai, it makes the case that the grandparents were railing against racial minorities taking the jobs as well.
This has nothign to do witht he IWW, since the "agitator" is clearly supposed to be a Russian bolshevik/communist, judging from the hat.
If it were IWW oriented it would be less likely that the agitator would be seen as an outsider, as it was the American people themselves that have always known when we were overworked and exploited by capitalists, and we never needed someone from "somewhere else" to tell us that. At least that is the way it has been for the IWW.

What I find strange is that they would use a black cat, a symbol associated with the IWW, in the role of the "foreman" in this film.
