@gille255 It is because of his incredibly magical atmosphere. Vice City incorporates so many pop culture phenomenons of the 80's and blends them perfectly. For example, San Andreas, which I have played a hundreds of hours, with all improvements is not even close to VC (for me most disappointing GTA). Also, GTA IV is stunning game by all criteria with also fantastic atmosphere, but still missing "that special something " that makes Vice City so memorable.

Man GTA was the shit when they weren't so serious and they had celebrity cameos and there was continuity across the games like AmmuNation. I mean, I like GTA4 and the Episodes from LC but it didn't have that GTA feel like 3, VC and SA had. San Andreas had far, far superior and extended gameplay in pretty much every aspect, as well as the colossal yet amazingly detailed map, the improved graphics, physics etc, but god damn, it just couldn't beat the atmosphere of Vice City for me - cruising down the beach in a convertible in the gleaming sun, with Flock Of Seagulls on the radio and people everywhere in bikinis and ridiculous clothing - such an awesome atmosphere. 'Gangsta' attitude just can't rival 80s badassery.
