@kimv020887 in the comics, he's with neither. He was sent into space after destroying Las Vegas on a rampage, which was a small step towards the Registration Act being pushed in the first place. Had he actually been present though, I doubt he would have picked sides - he's a savage and he lacks self-control, relying only on his primal instincts (until he has calmed down and becomes Dr. Banner again). He would probably be more of a nuisance to whichever side he chooses.

Even without his Shield, Cap is still stronger and faster than the average human which Iron Man still is. Not to mention that fact that hes one of the best hand to hand fighters in the Marvel Universe and has had years of experience as a tactical and strategic genius on the battlefield. The only reason he lost the Civil War was because the battle already leveled half the city and he didnt want it to get worse.

As a result he sent her to Canada, and tested the law by not registering but not doing any heroics either. Yet Shield came for him at 12:01 the night the act went into effect. Therefore he joined Cap.

Cage at least has solid convictions for opposing it. Most of the other Anti Reg really don't.
