When you're talking about the resolution of graphics the size of the screen playing the game doesn't matter, it depends on if your using AV or HDMI.

AV supports up to 480P in graphics depending on what system it is - for example, the wii is 480p in graphics.

Quake 1 was not an 8 bit game, in fact, you could run it at any reolution your screen supported and in 16 or 24 bits. 8-bit means 256 colors.

An HDMI connection allows for up to 1080p (1920x1080) with audio as well through the same cable. It has nothing to do with graphics apart from that.

PC games on the PC use up to DX11 so Nintendo releasing a slow, outdated console would be very unlikely.
