My twin brother once reminded me that each villiain in Batman is based on a certain personality trait of Batman's alter-ego, Bruce Wayne. The Penguin, for example, is based on how Bruce would be if he gained his money unlawfully. Therefore, based on Burgess's portrayal of him, a lot of people don't realize that the reason that the Penguin is so hard to catch is because he is so good at making his criminal fronts appear legitimate, This episode is a perfect example of it.

Batman may be honest, but the numbers at the campaign rallies have a hilarious realism to it.

The Penguin (in the end here) defines politics well. They pretend to be on your own side, but fake grief when they don't accomplish anything. They are in it for themselves and they make a career out of pretending to be on your side.

The first time I saw this I actually believed thee Penguin really was going to save Batman and Robin. What was I thinking??

@cammy85 Don't worry, I thought the same thing as a kid when I first saw this episode, the Penguin DOES manage to pull fast ones over people even the viewers. One could be fooled into thinking that he'd want Batman alive to defeat in the election to see Batman's reaction to losing and then as mayor, have him hunted as a criminal......
