I think it's cultural to the USA... here drinking age is 18 and you can get into almost any bar or buy beer at the corner store at 16. Similar in the UK and France.
Interestingly with the less repressive culture towards alcohol we have a LOT less problems with teens overdrinking or becoming alcoholics here.

I started drinking at 12, my friends dad didnt care (about us drinking not his son) from age 12-15 we did it every friday or saturday, and they were the best times of my life, he moved away when i was 15 thats why it stopped, Never once did anything bad happen. By 15 i could drink 26 bottels of Millars GD (beer) and not pass out. From 16-18 (my current age) i only drink on special occasions (due to sport and health) but i never forget the laughts we had :D

I think kids start drinking mainly because peer-pressure and that they want to fit in with all there friends. This peer pressure will start usually from some ones older brother who brings them into drinking, then that kid will get his friends into drinking and then it'll spread like wild fire.
Also, I think teenage drinking is acceptable, to a point. If its a small thing with your friends i think its okay, but if its some mass binge drinking thing i think thats wrong.
