Not necessarily. You can soak and then strain out excess water before steaming, as i explain in the mango and sticky rice episode, you should take a look. Under time constraint you can cheat and just add sufficient water (the same amount it would've absorbed if it were soaked) and steam it and it'll still turn out reasonably well, though not as perfect as the other option. You can even do it in the microwave with the cheat method when you don't have a steamer.

I saw your mango video as well. Can you use a plate istead of "the towel" witout any water in, if it had soak for hours?

some body that i know in Japan cook sticky rice the way you cook. it works out just fine for the Japanese sticky rice, not too sticky though.
