That guy is a clueless. If his technology were viable he would not need government support. PV panels are spectral limited and therefore fatally flawed. To eliminate coal you have to be a lower cost in capital equipment. That is when coal will no longer be wanted. Get the government out of it. They don't have a clue what the solution is. It's simple: you tax everything that the government will be forced to pay for later. If we implement universal health care, we should tax unhealthy foods to pay for the costs that they will eventually incur. And, if we want a clean environment, tax pollution to pay for greening efforts.
