Yes, that's Casey Kasem (who did Shaggy's voice) on his long-running radio show "American Top 40", a nationally syndicated show (must have run for 30 years or so). Every week, he would do "long distance dedications". The show was pre-recorded and distributed, so this didn't go out over the air. Rather, it's an outtake from the recording session.

Sounds like he was given a cold read of what he thought was going to be an upbeat dedication but it turns out it was actually about a tragedy. So he used his "happy voice" to read it and came across as an insensitive jerk. I'd be irritated too.
