check the newspaper clippings in one of your cribs (NOT the hideout or red light district crib) those show all the missions that are done and if there is a lock over it then you have not done it yet

You can begin this mission right after the second Saints mission "Appointed Defender" is complete. Go to the police station in Stilwater (it's in the southwestern corner of the Saints island) and go to the third floor, and into the detective bureau. You will get to listen to wire taps explaining what really happened at the end of Saints Row 1, and then you can get Dex's # by walking into the chief's office. From there, you call Dex on your phone and the mission icon appears at the Cathedral.
