It's important to have drivers that can speak english well: press conferences, small interviews, communication with service park crew etc...
That's a thing that lacks from Citroen (well, maybe their mechanics are french so they don't care, but look at Dani's and Seb's interviews and you will understand!)
you have a point there, but the actual goal is winning, and every smart team would pick a fast driver as citroen does, even if they are not fluent in english
