No I just found that out myself. The Ultor Exposed Missions are availible as soon as the Saints get their new hide out which is like the third mission in the game. The Ultor mission icon is right outside in the parking lot beside the car key icon where you retreive your vehicles.

go in fuzz activity

kil the cameraman

quit your friend game while in waiting screen

save go to the outfit save it
